SURFACE TRANSPORTATION PROGRAM – LOCAL (STP-L), McHenry County Council of Mayors
  • Calls for Projects in EVEN numbered years (2022, 2024, 2026…)
  • Only funds projects in MCCOM member municipalities and County
  • Federal award cap at $1,500,000 (as of 2020 CFP)
  • Eligible project types: resurfacings, intersection projects, roadway widenings and reconstructions
  • Resources
SURFACE TRANSPORTATION PROGRAM – SHARED FUND (STP-SF), CMAP
  • Calls for Projects in ODD numbered years (2023, 2025, 2027…)
  • Regional call – all agencies in Chicago region can apply (municipal, County, transit, IDOT, etc.)
  • Project cost minimum of $5,000,000 (unless partnering with other agency)
  • Phase I engineering needs to be ‘substantially completed’ by application
  • Eligible project types: bicycle and pedestrian barrier elimination, bus speed improvements, bridge rehabilitation or reconstruction, highway/rail grade crossing improvements, road reconstruction, road expansion, corridor or small area safety, transit station improvements (including bicycle and pedestrian access to stations), and truck route improvements

CONGESTION MITIGATION AND AIR QUALITY IMPROVEMENT PROGRAM (CMAQ), CMAP
  • Calls for Projects in ODD numbered years (2023, 2025, 2027…)
  • Regional call – all agencies in Chicago region can apply (municipal, County, transit, IDOT, etc.)
  • Phase I engineering needs to be ‘substantially completed’ by application
  • Eligible project types: Transit Improvement Projects (Transit Facility Projects, Transit Service and Equipment, Access to Transit Projects), Traffic Flow Improvement Projects (Bottleneck Eliminations, Intersection Improvements, Signal Interconnects), Bicycle Facility Projects, Direct Emissions Reduction Projects, Demonstration Projects, Other – for projects not described above

TRANSPORTATION ALTERNATIVES PROGRAM (TAP-L), CMAP
  • Calls for Projects in ODD numbered years (2023, 2025, 2027…)
  • Regional call – all agencies in Chicago region can apply (municipal, County, transit, IDOT, etc.)
  • Phase I engineering needs to be ‘substantially completed’ by application
  • Project must be featured in at least one formally adopted or approved bike plan, comprehensive plan, or other plan by a local government, subregional council, CMAP, or the State of Illinois
  • Eligible projects: bicycle facilities, projects that help complete the Regional Greenways and Trails Plan

ILLINOIS TRANSPORTATION ENHANCEMENT PROGRAM (ITEP), IDOT
  • Statewide – any agency in Illinois can apply
  • $2,000,000 award limit
  • Funding categories: Pedestrian/Bicycle Facilities, Streetscapes (Stand-alone Landscape projects are ineligible), Conversion of Abandoned Railroad Corridors to Trails, Historic Preservation and Rehabilitation of Historic Transportation Facilities, Vegetation Management in Transportation Rights-of-Way, Archaeological Activities Relating to Impacts from Implementation of a Transportation Project, Storm Water Management, Control and Water Pollution Prevention or Abatement Related to Highway Construction or Due to Highway Runoff, Reduce Vehicle-Caused Wildlife Mortality or Restore and Maintain Connectivity Among Terrestrial or Aquatic Habitats, Construction of Turnouts, Overlooks, and Viewing Areas
